Fleet exposes templates before raw execution

Status

Accepted for MVP foundation.

Decision

Agents should submit approved Fleet templates, not arbitrary raw commands, until explicit governance and approval gates are implemented.

Consequences

• Product ownership remains clear.
• Cross-product integration must use explicit contracts.
• Lenses remains the human review surface.
• Agents remain replaceable workcells.
