A14 — Handbook closeout and cutover

Ceiling: technical ≤ I2_integrated, autonomy ≤ A1_supervised.

Plan

Close the forge-agents program: closeout doc, Platform handbook publish notes, laptop→Fleet cutover checklist, and final A14 gate green.

Do

1. Add forge-agents/docs/CLOSEOUT.md — cutover checklist, rollback, known limitations.
2. Add forge-platform/docs/agents/forge-agents-repo.md — repo map, deploy pointer, boundaries.
3. Update agent-communication guide to point at forge-agents orchestrator path.
4. Note fpw rebuild steps (forge-platform-website submodule bump) — optional same sprint.
5. Run final gate: A00–A14 all green.
6. Document cursor_bridge hybrid fallback and manual Matrix register fallback.

Act

Revise closeout docs until A14 gate passes; program complete.

Refuse

• A2+ autonomy — closeout must not claim unsupervised production operation.
• Lenses SoR replacement — closeout must reaffirm Lenses as control plane SoR.
• Second executor — do not rewrite closeout with a different model without gate re-run.
• Migrating KA/certificators/workcells — explicitly out of scope in closeout.
