Create spine-shaped docs/operator-tools/ pages for local operator products without Firebase handbook shells.

Do

  1. index.md hub with reading order and Fleet/CDP/LCDL overview.
  2. Thin pages: cockpit.md, knowledge-assistant.md, certificators.md, composer.md.
  3. Each: purpose, default port, integration touchpoints, in-repo docs pointer (no handbook shell claim).

Check

  • Four child pages + hub exist; ports documented (9775, 9786, 11350, N/A for composer).

Polish copy per forge-copy-and-storytelling; proceed to E05.
